America needs a Power Shift in Congress, it starts by dropping 43 of California's 53 Seats and 17 of New York's 27 seats and having True Representation Nationwide with all States Capping out at 10 Seats in Congress (www.govtrack.us)

This would make voting complicated and easy to stop people from being able to vote, when they should be able to
