None of them are official until accepted by Congress. Pence has the authority and obligation to not accept them as the states are contested.

Pence is the President of the Senate. His role is in the Constitution.

So - the seven states who sent separate electoral votes are not countable - they are contested. They are all "legal" and were sent according to law.

Not true. Especially since the state officials used coercion to certify it. Coercion gives Pence the right to reject their certification.
