Why would that matter -- he can sign the 2k bill (which should be maybe 1/2 a page max) and veto the other one.
All this crap should be separated out anyway. I can't believe they can sneak in national security legislation (limiting Insurrection Act powers) into a spending bill, that's pure evil and really damn stupid.
It matters because she is far from being sane, that is unless 2k bill is all that matters. As far as 2 k bill, I would rather GEOTUS speak out against Dem states that completely act like tyrants by denying liberty through a decree. States need to open up instead of us spending more money that we do not have.
