The Insurrection Act was invoked numerous times in the 20th century, most famously when Dwight D. Eisenhower sent the 101st Airborne Division to enforce the desegregation of public schools in Little Rock, Arkansas.

The troops were used to enforce the law and maintain peace. They were also deployed in the US in WWII to keep some factories working when communist union leaders called for strikes - before Russia joined the war. No one was shot.

First, I would argue that what we saw all summer WAS a breakdown in law and order in places like Minneapolis, Seattle, Portland, etc, etc. (Funny how all that dried up when China Joe was "elected".)

Second, you seem to have ignored the following

I would suggest that exactly such a conspiracy has been undertaken, and that millions of citizens, most notably (but certainly not only) those in Arizona, Nevada, Georgia, Pennsylvania, Michigan, and Wisconsin, have been deprived of their rights and protections under the Constitution to benefit from from free and fair elections, by having their legally cast votes nullified by rampant, obvious, and demonstrable fraud.
