Government spends millions creating training programs and holding job fairs in the target areas. Employment of group members somewhat improves. Massive funds spent.
On the other hand, Charitable Group already living and working in affected area decides to focus efforts on the employment problem. Group workers talk directly to the jobless and learn that for many, the problem of getting a job lies in inadequate workwear or unreliable transportation. Group gets corporations and other charitable organizations to funnel appropriate clothes and donated vehicles to the area. Employment of group greatly improves. Hardly any funds spent.
