Is Bongino right about House ability to block challenges to electors?

Bongino stated on his podcasts Tuesday, that per the Constitutional center, if the electors are challenged in both the Senate and House, then they divide to deliberate x 2 hours. Both need to agree to enact the 1 vote per state process. The left controls the House, so challenge will not work?
Is this true? I've been hoping for a contingent Election to solve the steal. Bongino bummed me out.
Technically, the electoral count law says that when electors are disputed where say the house doesnt dispute but senate does(and good luck with the long shot of keeping all the rinos in line to do that), the electors certified by the state's executive will be used. It hasn't been really tested with two slates of electors, but some legal opinion is that the governor of the state with disputed in congress and two slates of electors could choose one of them. That would only benefit us in AZ and GA(and if Ducey and Kemp could be in line) and that wouldnt be enough. The rest of the duealing elector states have dem governors. So we would still need to win a court case in PA so barring crazy scenarios of disclosed information or insurrection declarations or states changing their electors today, this is the long shot path to victory that is left:. Challenge az electors with one congress critter and one Senator
