The certifications are fine, nothing against them, but they aren't anything special. Some jobs might require it, and sometimes you might need one to get in the door for an interview, but they're just as useful or useless as a college degree - all it shows is you met the bare minimum to pass a test at one point in time.
And when it comes to foreign workers, you never know who is even giving out the tests. Degree mills are common around the world with no oversight. Show up, pay $20, get a degree from Ghandi U.

They actually meant something 20ish years ago. A high-school dropout that lost interest in college because he fell in love with tech could go far with a couple certs back then. Now, half of India has the same certs.
I personally think the info taught in those courses should be a high-school requirement if it's not already.
CCNP/CCIE and Sans courses would be actually trusted for high end expertise. Otherwise, most of the dime a dozen certs are just pay to play.

Patrick Byrne was talking about this in an interview last night. I don't have confirmation, but according to him the cards in the machines were connecting to an IP address in China tied to a swing state.
Potential, likely explanation:
If both devices are on the same wireless LAN, they may attempt to talk to each other in some fashion, assuming the wireless access point does not isolate its clients.
Typically it is some service running on a device that scans the local subnet for a listening service port on a neighboring device.
In the case of the thermostat, it is likely looking for other thermostats to create a mesh network with or to otherwise sync data with.
If the other device is a Windows box, with a netsec cowboy at the helm, capturing all traffic arriving at their network interface, they might see the thermostat attempt an incoming connection on a specific port. The Windows box would likely refuse the connection politely or ignore it entirely, depending on how it was configured and what service port was being used.
The result of which is a blip on the proverbial radar, leaving a small trace of a stranger device knocking on your door. A stranger that has a MAC address that is tied to the hardware vendor, which in the case of the thermostat brand, is a Chinese company.
So far, everything is this hypothetical situation is completely normal and not a concern. But a junior analyst might sound the alarm as suspicious behavior. Because when you’re looking for problems, you tend to find them (confirmation bias).
Like most things, the details matter. I’d like to see the actual packet captures to be able to make my own determination as to what really happened.

When I was still working as a security manager I had to give counter intelligence briefings to our employees that were traveling overseas. The china one was heavy. Chinese will spy on everything you bring with you. They will open your luggage, they will place bugs in your hotel room, they will have packet sniffers in your room so they can infiltrate your network coms. The briefing always told them do not take any business related tech with you to china.

Thermostates and other smart devices often use Zigbee or zwave connections. They are just network nodes. They can form a mesh to connect to each other.

I do not trust this guy. An IP address only gives you a general area of where the IP might have come from. Yet hes saying they know it was a corporation from China. IPs not like a GPS that pin points exactly where you are.
A static IP can give very specific information about the source of traffic. You can identify that it belongs to company X then know where that company is.
