I assume it's because the Taliban come and force the farmers to grow poppies. Or the fact that poppies sell for much more money than wheat or corn. Therefore the US has been supplementing Afghanistan farmers to grow food instead of poppies. But also supporting efforts to protect farmers from terrorists and threats.
