Private industry uses buyouts for early retirement to trim the fat all the time. Just hand them the cash and one way tickets out of the country. Let them be eurocucks or whatever they want just so long as they gtfo.
Free money doesn't exist. Those citizens over the age of 17 would have to collectively work until their retirement to cover the 2.3 trillion with taxes.
