It was supposed to have gone into effect months ago, but no one at my work knows anything about it. Did anyone's check reflect that amount? Was it ever decided if it was going to be necessary to pay it back?

If biden is elected you'd have to pay it back. Happily that will never happen
The thing is, I never got any of it. My company continued withholding.
Change your tax status to exempt and demand it back
