All congress is implicated and if we had an FBI that wasn't in on the deal, they'd do something about it.

Or as has been pointed out on here recently: Give $$ earmarked as 'aid' with the stipulation it's only for buying, for example, Acme water pumps. They overpay for the Acme water pumps, then Acme kicks money back to the legislator(s) who fit this aid package in the bill.

It's corrupt as fuck.
