I think it needs to be vetoed within 10 days. If he chooses to pocket veto it (basically just not sign it, it will become law after 10 days if congress is in session and can vote on it.

I don't know why Mcconnell is bringing back the senate because from what I've read it needs to be the house vote. So maybe my understanding is too superficial.

I think the Bill originated in Senate. Constitution Article 1, Section 7, second paragraph.

This. I said before he needs to hold onto it until the last possible hour and then veto it back so they have to scramble. Giving them notice lets them plan out the day and time they'll return.
