if vaccine work is what miller was referring to, then I just shrug or laugh or something because that's a wierd thing to consider a military operation, and also kinda insulting to all the actual complex military operations that have been arranged. How about D-Day. that was a pretty complex military operation. Are they really saying that lab work to develop a vaccine is a military operation as complex as D Day?
I heard back when bird flu was a thing, DARPA essentially did their own secret version of 'Operation Warp Speed', just as a test/trial run to see if they could produce a vaccine in short notice in case of a pandemic. This was all in the normie science sphere, nothing conspiracy about it.
