To repost:

They seem to be talking about 3 U.S. Code § 12 ( https://www.law.cornell.edu/uscode/text/3/12 ) but that doesn't look like it applies. That's talking about if a state fails to submit purported certificates / if they're lost in the mail. Pence has very likely received what the states intend to submit. The question is whether the he will open the envelopes / reject them on Jan 6... which that statute says nothing about. Moreover, Congress can't change the 12th Amendment. The Constitution says that Jan 6th is the day, so Jan 6th is the day. It's the only day in this process that the Constitution specifies. The rest are up to Congress, but not this one.
