You misunderstand. He says that 65% of all surnames, around 4 million surnames, are used by just one person in the entire USA.

That means 4 million people with completely unique surnames (no one else in the entire USA with the same surname).

I think he's saying that 6m different individual hold unique surnames not shared by any other living person.
