You don't understand that's exactly what the man apparently said, do you?

He found voting software was coded like high-frequency trading in the stock market: split-second vote switches nobody should notice

High frequency traders use machine algorithms (predetermined rules) to automate the buying and selling of stock. What he found was Dominion voting machines are coded in exactly the same way, and are able to switch votes based on those rules in real time (this is what split-second vote switches refers to) as the votes are coming in. This is how Biden wins with 51% regardless of what the votes actually were.
