Article 1 Section 8 enumerates the only legitimate spending to be done by government. EVERYTHING not enumerated there is Unconstitutional spending. However, over time, illiterate (and/or sinister) people have taken some preparatory statements as a supposed justification to spend on anything government can dream up. Throwing socialist policies and programs under a non-existent ‘general welfare’ clause. For those who know how to read, the ‘general welfare’ statement was enumerated specifically by, and restricted to, the list in Section 8. Virtually all Federal spending now falls outside Congressional power. And vast swaths of the ‘budget’ goes to special interests which enslave some for the benefit of others, the exact opposite of the ‘general welfare’. Those socialist policies and programs use government force to subjugate some people while rewarding others.
