Chinese nationals pay $25k+ to immigrate to some bumfuck out-of-the-way area of Canada, some maintain a commercial business as part of their immigration requirements - selling wares at ridiculous prices so they rarely have to do any real work (the store is a front), maintain this lifestyle for the required number of months/years, then move to Toronto, Montreal, or Vancouver. Upon moving, they sell their business to the next incoming Chinese family and the scam begins anew.
