If humans were actually free, they would have the freedom to take any action which is not an act of aggression upon another. In other words, the sum of ‘natural rights’ is nearly infinite with the only restriction being that one has no right to initiate force upon another. Thus government created by people also has no right to initiate aggression upon the individual. So from a moral aspect, the ONLY just role of government is retaliation against aggression. A ‘perfect’ government obeying the non-aggression principle would be restricted to only retaliation against aggressors. In effect, the only just form of government exists only to protect the natural rights of the individual from aggressors.
