Meteors travel so fast you could not pan and follow it. The flames would form a streak not a floating ball.
This seemed to be going at the speed of a propeller plane. It was not in free fall, either. Going that slowly it would have quickly been going almost straight downward as gravity accelerated it.
I have not theory of what it is, but it is definitely not a meteor. Could be a fake.
