So as much as I hate Nancy Pelosi, the unanimous consent is meant to expedite things and is usually only implemented on non controversial items that they know will pass their legislatures. It makes it where they do not have to drag out questions for the entire thing.

This is more so likely being done so people don't question what is in it, not so that it won't get passed. It will benefit her like crazy if it gets passed because a lot of the money in this will be funneled directly to her wallet.
