NordVPN works well for me. Based in Panama, no logs, hundreds of servers all over the world. Pretty economical, too, if you get one of their multi-year plans on sale.
I have used ExpressVPN for three years now and have been very happy with them. They are constantly improving their service and I detect no lag in their service either.
I don't know about the best, but I use Private Internet Access (PIA). It is based out of the UK, costs less than $40 per year, has proxies all over the world, and doesn't log connections. In fact, they had proxies in Russia until Russia made a law requiring VPN's to keep logs so they removed their proxies.
I used to use PIA until they were bought by an Israeli adware company ran by a former spy agent and convicted felon. No joke. Take a look at Mullvad.net. I switched and have never been happier.
Mullvad is just a better organization anyway. They were the ones who pioneered the original OpenVPN standard that has become common in most VPNs. Now, they are pioneering Wireguard.
