Not necessarily. They might be keeping him locked up because they think releasing someone we want to extradite will damage US relations.

how can you extradite an innocent man? You can’t. US would no longer have any standing to bring him here and he could still be convicted of international crimes

They will just charge him in another jurisdiction. Don't forget, he also leaked documents from other countries and they drummed up those sexual assault charges in Sweden too. They'd be willing to find anything just to keep him behind bars imo.
