Snowden's loyalty is to the CIA. He went to work for the NSA as a contractor specifically to damage the NSA as part of the power battle between the two agencies.

Here's my advice for anyone who foolishly believes Snowden is a good guy. Go through his twitter feed. try to find a single criticism of the CIA. Reply to one of his tweets asking him to condemn CIA corruption. Ask him to condemn CIA traitors. He won't. Because Snowden's loyalty is to the traitors in the CIA.
