When Admiral Rogers (NSA Director) found out that CIA contractors were abusing NSA tools to spy on people, he removed their authorization and stopped those CIA contractors from spying any longer.

If he agrees to flip and provide evidence against the anti-American traitors in the CIA, then fair enough give him a degree of leniency.
