Iran is pioneering new territory in Shariah Law. I don't know if Pakistan is following along. When caught committing the crime of homosexuality, you can avoid death by agreeing to a sex change operation.
So, I agree with the other comments about money laundering, but it also seems that we are funding the mutilation of arrested homosexuals.
