Why would he ever go into a meeting at the Whitehouse and then come out yelling about everything he heard in the meeting? Repeatedly? Why wouldn't secret service be up his ass if he wasn't allowed to?

Seems like he's running distraction or something. Can't see why else they'd allow this to keep happening.
