The was a bit of misinformation. The Secretaries of State were to submit the certifications by the 23rd. The only requirement on Pence is to send the notification by the quickest method that they didn't submit a lawful one. As for when or if Pence sends out those notifications, we may not know as it isn't to us, it's to the States.

I always thought it was the sixth. I was surprised to hear it was the 23rd.
