No. Congress doesn't vote, Pence counts. Pence can turn it over to each STATE LEGISLATURE to have 1 vote per each state. Most State Legislatures are Republican majorities, so there's a good chance Trump will win unless the corruption amongst Republicans runs deep enough for them to be traitors. In 2016 Hillary tried to invoke this method with contested Electors but it didn't work.
