You can say this only when you pay them voluntarily, however, when your money is taken from you without your explicit permission, you can hardly say that they work for you.

Do you have an option to work and not fill it out, or will you be punished for not doing it? When there is no option to not do something, said action cannot be considered a voluntary one, nor can one assume that permission was given!

---When a mugger comes to you and demands your wallet, you giving him your wallet is not a voluntary action, therefore, not an assumption of permission.
