They are less likely to have their votes tampered with like the big cities. The black community if you look at their geographical location live almost completely in big cities.

Then if someone has to declare banruptcy the university they went to and the bank can deal it out. They can't do shit. In order to not fuck up the economy, only allow bankruptcy for the most dire situations, and gradually lower it
