Saying that, there is always a small chance for a "Trumpian surprise"- ( this is Trump and a crazy year)

One long shot option I can think of is Trump has something big enough up his sleeve- he calls in the heads of congress- shows his cards - possibly information he cannot share with the public- and he "blackmails" them to force a debate and then vote in his favor.
