The "do nothing" administration was part of the original design. It is meant so that those who would seek power could scheme and rise to the highest positions only to find themselves individually powerless, and collectively mostly still powerless.
It's brilliant, but can't last forever on its own as some change must always be permitted to survive. Those mechanisms are unfortunately also open to attack. Malevolent people will always work against liberty.
There's nothing 'deep' about it... it's the in our face State... this is all happening in plain sight, that is what is most frustrating.... it's the Swamp vs. We the People
Deep State refers to career, entrenched federal employees/bureaucrats/lobbyists.
It is why the military rotates commanders every few years, so they cannot develop networks of power and control outside of the chain of command at any one specific location.
The only way to fix Deep State is to rotate them out the same way. Government should never, ever be a career.
This is correct, and thus far it's working. Bureaucrats are very good at using the system to delay, delay, delay.

Federal Judges do the exact same thing.
Notice how in the past 4 years, any ruling that hurts President Trump, is immediately ruled on (block wall funding, deport illegal immigrants).
But anything that helps President Trump (right to fire people, tariffs on countries), they take their sweet sweet time on it.
