Deep State refers to career, entrenched federal employees/bureaucrats/lobbyists.

It is why the military rotates commanders every few years, so they cannot develop networks of power and control outside of the chain of command at any one specific location.

The only way to fix Deep State is to rotate them out the same way. Government should never, ever be a career.
