I'm pretty sure he IS for tax returns. Stimulus cheques give everyone the same amount of money, no matter what, whereas tax returns give you back a proportional amount of what you already paid. Rather than financing the poor decisions of those who already pay no taxes (which usually just pushes that money to McDonalds, weed shops, and tattoo artists), it allows the productive of society to flourish.
