Keep in mind almost all of Obama's pardons started in his second term. He was letting out drug dealers and murderers like crazy in 2013.

From what I heard some holdover law from the pardons of Confederate officers made it so it didn't technically count because reasons. Who knows.

The only way it makes sense to me if those people were technically not American citizens, people fleeing to Canada etc, but if that's the case then Obama's actual numbers are even higher because he let off untold numbers of raghead militants across the globe.

It says remissions at the bottom so probably giving Japanese citizens back some of, not all of course, their property and legal fees paid during the war.
