It has to be significant. That is, it has to affect the outcome, if the fraudulent votes are included. We had a bundle of swing states that stopped counting, got rid of the watchers, and then miraculously pulled out an injection of Biden votes sufficient to overcome the landslide. I would call that "co-ordinated." Some people could call it wide-spread, because it happened in multiple swing states at the same time, with the same result. Take your pick.
