It was sneaked into legislation back in summer, check the date - July 20, 2020

2021 National Defense Authorization Act (NDAA), written by Texas Rep. Veronica Escobar (D), tried to deceitfully use the yearly military spending bill as a vehicle to attach their malfeasant amendment.

The final version of this year’s NDAA, which passed the Senate earlier this month by 84 votes to 13, also includes provisions that would prevent Trump from withdrawing US forces from Afghanistan without congressional approval and a passage including the repeal of Section 230, within the Communications Decency Act, which shields social media companies from legal action over content posted on their platforms.

Prove where it is! Trump made no mention of that when he rejected the NDAA.
