Constitutionally budget allocation authority comes from the Legislative Branch.

Once the Federal Government is funded, the Executive Branch can be creative, such as Trump shuffling Defense funds to Defend the southern border against Terrorists, but not if the law is written to disallow a specific use or if they money is not there.

In this case, I don't think the money is there, although some of the Covid relief was reportedly funded by money leftover unspent from the last Covid relief bill. It's possible these funds were earmarked for a certain function such as to fund a state program to help small businesses, so they can't be reused for individual relief without new legislation.

The Historical context for this was from a time when the Legislature met, got some things done, then went back home. The President was given control over the funds congress allocated to run the country because the legislature wasn't around full time to micromanage the country.

If Trump could find the money, it still doesn't stop the pork.
