My understanding is December 23 is the date the VP receives the list of certified candidates from the states. The VP will notify the states of any discrepancies sometime in advance of January 6, probably closer to the time he receives the certified list from the states, than the deadline of January 6. January 6 is the day legitimate candidates are disclosed to the joint houses of Congress for consent.
