Do we need a house majority of representatives, or just of states?

I know if the election gets sent to congress it's per-state in the house. Not sure about this particular case.

If it's a contingent election, each state gets one vote. However, to even get to that point, we need a majority vote in the House and Senate. If any law 'pedes know otherwise, feel free to correct me.

1 will do nothing, the democrats have contested via 1 in house/senate for the last 3 republican presidents. It's just a formality unless Trump can win a house vote
