There is absolutely no way it cost 3 BILLION dollars to upgrade the IT department at the VA even by "the VA" they mean all of the VA hospitals.

  1. The VA receives a lot of free construction to begin with. For example the 1 hospital closest to me got all of my companies work for free, including all the material, and the electrical work was done by that company as a donation as well. Nice write offs for our companies sure, but didn't cost the VA a dime. I doubt what happened at this 1 wax rare.

  2. Even if they aren't getting any of it as donations there is still 0 chance it'll cost that much or even if they really managed to be that wasteful with money they still wouldn't be able to 3b worth of work and upgrades done in fiscal year 21.

So where the fuck is all that money actually going? How much of that "upgrade" cost just licensing fees? Do we get a detailed estimate of the companies we are paying, what they doing, how much is each item going to cost and how much was built in for extras and cost overrun?
