my belief is he was on board. At best he was ignorant and didn't know what was going on during his presidency on a matter that brought the nation to its knees so incompetent.

I just remember a news clip where he is telling everyone what a great time it is to buy a house. If you want one go get one. I believe he is guilty as well as incompetent.
