Yes Jenna Ellis said this is true-- because the US Constitution gives the legislatures full (plenary) power on presidential electors, and this overrides all state laws on this issue. This is one of the points that SCOTUS could easily emphasize/clarify as they did in Bush v. Gore in 2000. But obviously they won't touch it now even though it could save us from civil war.
