I think it was CIA and Trump knew they were using it to create pressure on media and others to urge him to leave so there wasn't another 911 situation like what happened to Bush during his transition. Trump announced he would hold Iran responsible which is the CIAs ally. Immediately Iran upped their defense systems around all their nuclear factories. Chess move actually bc if CIA makes a move Trump attacks Iran and CIA will be responsible for their ally being attacked checkmate bitch!
