I've always thought a constitutional monarchy with a monarch willing to exert their power in times of crisis would hypothetically be the best form of government, since you would have actual citizens who decide on every day things, and then a monarch to remove a government if they become too crazy (within the limits of said constitution) however.
Granted, it's a dream scenario that has a fucking minuscule chance of working so democracy is better.
If the leader is a benevolent Augustus, Trajan, or Marcus Aurelius it could work. But when your leader is Caligula or Nero it unfortunately doesn't work and only makes things worse.
And as we know, benevolence is not a common human trait among leaders.
Caligula means "little boots." He was given that name by the army, because they loved him so much. I don't think this is true of Barron, but just because a kid is loved by the people doesn't mean he won't grow up to be a tyrant. And with monarchy, one day the leader almost certainly will be.

Democracy is arguably worse than say a monarchy. Even Plato argued against it since it descends into tyranny of the mob. In the words of Antoine de Rivarol: "The absolute ruler may be a Nero, but he is sometimes Titus or Marcus Aurelius; the people is often Nero, and never Marcus Aurelius."
