If the leader is a benevolent Augustus, Trajan, or Marcus Aurelius it could work. But when your leader is Caligula or Nero it unfortunately doesn't work and only makes things worse.

And as we know, benevolence is not a common human trait among leaders.

Caligula means "little boots." He was given that name by the army, because they loved him so much. I don't think this is true of Barron, but just because a kid is loved by the people doesn't mean he won't grow up to be a tyrant. And with monarchy, one day the leader almost certainly will be.

Gaius (Caligula) was extremely popular with ordinary Romans. Bread and Circuses. They thought it great fun that he forced Senators’ wives to turn tricks.
