I've always thought a constitutional monarchy with a monarch willing to exert their power in times of crisis would hypothetically be the best form of government, since you would have actual citizens who decide on every day things, and then a monarch to remove a government if they become too crazy (within the limits of said constitution) however.
Granted, it's a dream scenario that has a fucking minuscule chance of working so democracy is better.
If the leader is a benevolent Augustus, Trajan, or Marcus Aurelius it could work. But when your leader is Caligula or Nero it unfortunately doesn't work and only makes things worse.
And as we know, benevolence is not a common human trait among leaders.
