I've always thought a constitutional monarchy with a monarch willing to exert their power in times of crisis would hypothetically be the best form of government, since you would have actual citizens who decide on every day things, and then a monarch to remove a government if they become too crazy (within the limits of said constitution) however.
Granted, it's a dream scenario that has a fucking minuscule chance of working so democracy is better.
Democracy is arguably worse than say a monarchy. Even Plato argued against it since it descends into tyranny of the mob. In the words of Antoine de Rivarol: "The absolute ruler may be a Nero, but he is sometimes Titus or Marcus Aurelius; the people is often Nero, and never Marcus Aurelius."
