Hospitals don't normally need that many ICU beds, enough for a little extra capacity and that's it.

That's why tying lockdowns to hospital capacity is bullshit. You could use that to justify never ending them because they're always close to full.

People are only supposed to stay in ICU briefly. They either die, improve enough to go to a lower tier, or go to long-term care. When there are only 10 ICU beds it's easy to get overloaded.
